Hon’ble CM has inaugurated the system on 1st December, 2004.  The system is of its unique kind in the country.

A work flow analysis done by the Administrative Reforms Department has shown that a major portion of an employee’s time is spent only in repetitive record keeping and typing. Reference Monitoring Software is the right step to alleviate this problem to a large extent. The employees can fruitfully utilise the time saved by this software in better examination of the papers under consideration.

REFNIC incorporates a web interface for flashing pendency of important papers automatically on the screen of the Secretary’s PC. In order to make REFNIC software foolproof and comprehensive, the feedback provided by the users is being incorporated into the software by the development team.More than 450 PC have been provided by the department for computerisation of H.P.Sectt. till 2005.
