Request for Proposal for Establishment

of 3366 Common Services Centers (CSC)

in Himachal Pradesh

In order to empower its citizens using the tools of Information & Communication Technology (ICT), a national initiative for setting up Common Services Centers (CSC) has been launched. These CSCs (one for every 6 villages) are meant to provide high quality and cost effective video, voice and data content, in the areas of e-Governance, education, health, entertainment and some other private services. The Common Services Centers will be developed through a public-private partnership model to encourage economically sustainable models for social development. Society for Promotion of Information Technology and e-Governance (SITEG) has been identified as the State Designated Agency (SDA) for implementing the CSC Scheme in Himachal Pradesh.

                Requests for Proposal (RFP) are invited for establishing 3366 CSCs across the State of Himachal Pradesh  from national or international firms, Joint Ventures, Societies, Trusts, Consortiums & NGOs. Service Centre Agencies (SCA) (one for each Revenue Division in Himachal Pradesh i.e. 3 in all) will be selected through a transparent process in accordance with the criteria spelt out in the Request for Proposal (RFP).

                The RFP can be downloaded from http://hp.gov.in/cschp from February 9, 2008 onwards and can also be collected from Department of Information Technology, Block No. 24, SDA Complex, Kasumpti, Shimla-171009 against non-refundable fee of Rs. 25,000/- in the form of a Demand Draft in favour of “Member Secretary (EC), SITEG” payable at Shimla. The bidders may also deposit the RFP fee before bid submission in case of RFP is downloaded from the website.

                A Pre-Bid Meeting-cum-Open Forum Discussion for inviting suggestions on techno-commercial aspects of proposed RFP shall be conducted from 11.00 AM onwards on February 26, 2008 in the Conference Hall, Armsdale Building, H.P. Secretariat, Shimla–171002. The participants in this Open Forum should register @ Rs. 1,000/- (Rupees One Thousand only) per person on the spot or paying in advance by Demand Draft. Bidders interested in submitting the proposal are requested to send their comments / suggestions on or before 5.00 PM on February 21, 2008 in writing to Director IT-cum-Member Secretary, SITEG (EC), Department of Information Technology, Government of Himachal Pradesh, Block No. 24, SDA Complex, Kasumpti, Shimla-171009 or through e-mail to csc-hp@nic.in.

                Time limit for bid submission is 1100 hours on March 10, 2008. Bid opening and evaluation process shall commence the same day at 1200 hours as per the schedule given in the RFP.
