G2C (Government to Citizen) Projects
 
Integrated Community Services Centres - i-CoSC
 

Year of implementation: Being implemented since 2005

User Department/ Organisation: It will be implemented in all sub-tehsils/ tehsils/ sub division/ and district headquarters in Himachal Pradesh. (with Kangra, Mandi & Shimla in first phase)

 

First e-Governance Centre was setup in Dharmashala of Kangra district on 2nd July 2002. The Project has seen its fastest replication due to services it is offering to the citizens and inherent sustainability. The model of implementation is ‘self financing’. Services offered are Issuance and Renewal of Various Types of Driving Licenses, Issuance & Renewal of Vehicle Registration, Acceptance of Passport Application, Property Registration, ROR Issuance, Touch Screen Kiosk and Issuance of Various Certificates.  The Government of Himachal Pradesh plans to integrate more and more citizen centric services to be delivered through these centres. Some applications like HIMRIS, Himbhoomi and ePraman etc. has been implemented in most of the tehsils of the state. All these services will be provided using a single window mechanism through Integrated Community service Centres (i-CoSC). It aims at setting up one-stop shop information resource and service centre for the people in the State using simple but state-of-the-art methods of organizing, sharing, and communicating information. This project is unique because the citizen centric services of various levels (viz. District, Sub-Division, and Tehsil) will be available across all tiers of administration. i-CoSC will ensure greater transparency, efficiency, objectivity, accountability and speed that can help overcome unbridled discretion and corruption by providing improved services in a time bound manner. In the first phase, all tehsils and sub-tehsils of Shimla, Kangra and Mandi districts are being covered. NISG-UNDP has provided financial assistance for i-CoSC pilot project in Shimla. This concept of i-CoSC shall be a much enlarged and improved version of "LOKMITRA" project, which was started on a pilot basis in Hamirpur District. Lokmitra is basically District-wide INTRANET with Servers at the District headquarters, connecting 25 Citizen Information Booths located in the rural areas throughout the District.

Telemedicine Project
 

Year of implementation: Being implemented

User Department/ Organisation: IGMC, Remote CHCs in Shimla,

 

Telemedicine is to improve the health services of the State by providing access of experts to common man even at PHC level. Under a pilot project, necessary background work has already been done with MIT, Govt. of India & CDAC, Noida to link IGMC Shimla, PGI Chandigarh and AIIMS, New Delhi with the Telemedicine Project of the State.  Fourteen remote locations have been taken up in Phase1.

HMIS (Hospital Management Information System)
 

Year of implementation:Being implemented since 2005

User Department/ Organisation:IGMC

 

Hospital Management system is automation of the routine activities of a hospital. To Keep Track of Patient Record right From Registration to his Discharge (Including OPDs, Labs, OTs, Wards, Bill Payment, Blood Bank etc) It is being implemented in IGMC on pilot basis and will be executed during the year. Software Customization for some of the approved modules of SRS has been done.

 

HIMSWAN- Phase 1
 

Year of implementation:2004

User Department/ Organisation:HP Secretariat

 

A State Wide Area Network (SWAN) to connect   HP Secretariat, with all the districts, blocks, tehsils and sub-tehsils is being established with financial assistance from Ministry of Communications and Information Technology, Govt. of India. This project amounting to nearly Rs. 100 crores is proposed to be operationalised by March 2007. SWAN will be used for delivering the services vertically down to tehsil level (and later to Panchyatas through CSCs). Besides this it would also provide horizontal connectivity to all Govt. Department/ Organizations. Consultant for the implementation of HIMSWAN has been appointed and RFP for the selection of Network Operator is being prepared.

HIMSWAN Phase-II

 

Year of implementation:Being implemented since 2005

User Department/ Organisation:All Government Departments shall be connected by high speed WAN throughout the State down to Tehsil/ Sub- Tehsil/ Block level

 

This Project (worth Rs.95.45 crores) pertains to connecting State Capital to all Block/ Tehsil/ Sub Tehsil Level in all Districts of Himachal Pradesh. DIT GoI is funding major portion of project cost (sanctioned Rs 50 crores and released first installment of Rs 10 Crores). In addition to this, ACA amounting to Rs.8.39 crores has also been received for site preparation. The project will eliminate the issue of connectivity problems that were faced in the projects like Lokmitra.

AGRISNET for Himachal Pradesh

Access to information and improved communication is a crucial requirement for sustainable agriculture development. Modern communication technology when applied to conditions in rural areas can help improve communication, increase participation, disseminate information and share knowledge and skills. The challenge is not only to improve the accessibility of communication technology to rural population but also to improve its relevance to local development particularly in the field of agriculture. The Government of Himachal Pradesh intends to set up AGRISNET in the State to provide improved services to the farming community through use of ICT. This will not only help farmers to augment their income but also improve the overall capacity of the State. It will aggressively support the knowledge sharing among the farmers as well as among the policy makers and researchers through the database generated as Decision Support System.

The state government’s official website at http://himachal.gov.in is a Web Portal providing citizen centric services/ information to the citizen and it has got interfaces for getting inputs from the grass root level.  At present, total 96 departmental websites (including boards/ corporations/ educational institutes) have been hosted (or provided links) in http://himachal.gov.in portal. This department has written a letter to all the departments and boards/ corporations to update their websites so that the information relates to them will be access to the needy users.  

Presently, the following eServices are available to the citizens through the existing Himachal Government website and all districts websites:-

  • Online Hotels reservation of all HPTDC Hotels.

  • HRTC – online ticket booking.

  • Examination results of 5 lakhs students through H. P. Board of School Education.

  • High Court Cause List.

  • Downloadable forms of different Departments with procedures, fees, time etc. of major departments.

G2G (Government to Government) Projects

Computerisation of Line Departments
 

Year of implementation: 2003 to 2006

User Department/ Organisation: All the Government Departments

 

Department of Information Technology is engaged in computerisation of various Govt. Department. Department of IT is advising various departments in implementing computerization in their offices using an integrated approach. The area of advice covers hardware, software, manpower, training in private sector etc. Besides working as consulting agency, IT Department is also providing them hardware for their computerisation. Department of IT is working as nodal agency for providing technical consultancy to various Govt. Departments/ Boards/ Corporations. Few achievements of IT department are as under:

  • More than 450 PCs/Servers have been provided by the department for computerisation of H. P. Sectt. till 2006.

  • About 1100 PCs/Servers and software have been procured for Line Departments like Election, Police, Welfare, urban development, DC Offices, Home Guards, Chief Architect Office, Food, Civil Supplies & Consumer Affair, Labour & Employment, Prosecution, Administrative Tribunal, Department of Prosecution, Municipal Corporation Shimla  in the year 2006.

  • Department of IT has made several rate contracts for hardware/ software and various electronic equipments (with 3 and 6 yrs warranties) of renowned companies through open tenders. The department has been successful in getting lowest rates among the rate contracts of various State Govts. and DGS&D.

  • HPSEDC (Himachal Pradesh State Electronics Development Corporation) is also providing the hardware for Various Govt. Deptts/Boards/Corporations and also to the General Public in accordance with the rate-contracts of the Department of Information Technology.

IT Training for Government Employees
 

Year of implementation: 1995

User Department/ Organisation:

 

Training on REFNIC and use of PC (word processing etc.) to about 2000 officers and officials including Secretaries and ministerial staff has been provided. Department of Information is planning to impart training to Govt. employees across the State. In first instance Training Centres have already been setup in three Districts namely Shimla, Kangra and Mandi . Besides this, State Government is going to float tender for providing soft skills to college going students and for this a lab will be setup in the colleges where a shortlisted company will provide training to students so that they can get jobs in call centre and in BPOs.

CCMS (Computer Complaint Monitoring System)

Department of Information Technology has developed new web enabled software CCMS for the following purposes:

  • Registration of Complaints.

  • Tracking the current status of complaints.

  • Monitoring the vendor support system

  • Imposing Penalties according to the agreements/ AMCs with the vendors in case the vendor does not rectify the problem in time bound manner.

  • The software is widely being used even by users in remote areas to register their complaints and also by vendors for properly managing the complaints.

Computerisation of Land Records & Registration of Deeds (HIMBHOOMI & HIMRIS)
 

Year of implementation: Ground level implementation since 2003 onwards HimBhoomi (Land Records Computerisation),  2005 onwards (HIMRIS-Registration of Land Deeds)

In HP State, the system is being implemented in all the District HQs in which data of land records will be entered into computers for future access. The department will ensure completion of data entry and monitor functioning of the system. Out of total 110 tehsils in Himachal Pradesh 81 have been made online and Data entry is about to complete in rest of the Tehsils.

REFNIC (Reference Monitoring System)

For keeping track of the references, Reference Monitoring System has been implemented in HP Secretariat. Separate modules for Chief Minister and Chief Secretary office have been developed. For successful implementation of this system, training to about 600 officers and officials has been provided including Secretaries and ministerial staff. Hon’ble CM has inaugurated the system on 1st December, 2004.  The system is of its unique kind in the country.

A work flow analysis done by the Administrative Reforms Department has shown that a major portion of an employee’s time is spent only in repetitive record keeping and typing. Reference Monitoring Software is the right step to alleviate this problem to a large extent. The employees can fruitfully utilise the time saved by this software in better examination of the papers under consideration.

REFNIC incorporates a web interface for flashing pendency of important papers automatically on the screen of the Secretary’s PC. In order to make REFNIC software foolproof and comprehensive, the feedback provided by the users is being incorporated into the software by the development team.More than 450 PC have been provided by the department for computerisation of H.P.Sectt. till 2005. More are underway.

 

Administrative Tribunal Computerisation
 

Year of implementation: 2005-06

The software for the office is being tested, site-preparation is under progress and purchase orders for hardware have been placed. The software will help in better monitoring of thousands of pending court cases & also in developing web-based interface for Cause List etc.

Certificate Issuance System (e-Praman)

User Department/ Organisation: Various kinds of certificates issued in S.D.M./ Tehsildar offices

 

The E-Praman (Certificates Issuance System) software developed by NIC Himachal Pradesh is a system wherein within minutes the applicant visiting Tehsildar/ Sub-Divisional Magistrate can obtain the desired certificate in a neat, structured and standardized form on the submission of the application.

System is based on the work flow methodology followed in the treasuries for passing of bills. All treasuries and sub-treasuries are being computerised and provision for online data-flow has been made.

Employment Exchanges Management Information System (EEMIS)

Computerised solution to day-to-day activities of the various Employment Exchanges in the State. Operational at Regional Employment Exchange, Shimla and implemented in the Central Employment Exchange, Cell in the Directorate of Labor and Employment for all those candidates who have opted for the Private jobs. Being replicated all over the State now. Job portal is also being created.

 

Welfare Pension Management Information System (e-Kalyan)
 

Year of implementation:2005 (original software available since 1995; web-interface of pensioners’ data made available now)

The system is also known as Welfare Pension Management Information System (WELPMIS) for the disbursement of pension to more than 2 lakh pensioners of various categories like old age, handicapped, widow, lepers etc. List of pensioners is also now available as a database on the Internet.

Vigilance Complaints Monitoring System (VCC)

Through this system, it is possible to issue the Vigilance Clearance Certificates in a short time without making a reference to ADGP (Vigilance). This database & software being used to issue VCCs in respect of about 20 departments.

Creation of database by entering data of ST-26A(Declaration of Goods). This database helped in reconcilation of assessment filed by the dealers. As a result, Government revenue has increased. Now, VAT related MIS is being created.
